HSN 6103 29 90 (Other knitted or crocheted men's or boys' garments of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh under General Note para 19.

The most common error on this tariff line is assuming the PSIC exemption for listed countries extends to all compliance obligations: even for exempt-origin consignments, the test report must cover other prohibited dyes and composition parameters beyond azo dyes. For Bangladesh-origin garments, the port-restriction under General Note para 19 applies independently of the PSIC requirement — a shipment that is PSIC-compliant but routed through a non-notified port remains liable to detention at customs.
