HSN 6103 29 20 (Of artificial fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 introduces additional port restrictions applicable to imports of certain goods from Bangladesh under General Note para 19.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to all compliance requirements — the PSIC covering composition and other parameters remains mandatory even for exempted origins. Additionally, importers sourcing from Bangladesh must actively assess paras 2 and 3 of General Note 19 before booking the port of entry; routing a non-exempt Bangladesh consignment through a port not notified under DGFT Notification 7/2025-26 will result in consignment detention and demurrage.
