Knitted or crocheted men's or boys' garments of synthetic fibres
HSN 6103 23 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions and exemption conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries extends to all PSIC requirements. The exemption covers only the test for prohibited azo dyes; a PSIC or valid test report certifying compliance with the full range of hazardous-substance restrictions under General Note 10 is still required for every origin, including exempt countries. Filing a bill of entry without a compliant PSIC risks detention and demurrage pending fresh documentation.
