HSN 6103 10 30 (Of artificial fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 imposes port restrictions on imports of certain goods from Bangladesh under a new paragraph 19 of the General Notes.

The most common error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing removes the requirement for a Pre-Shipment Inspection Certificate altogether. The PSIC covers composition and other hazardous-dye parameters beyond azo dyes, and these remain mandatory even for the nine exempt origins. A missing or inadequate PSIC at the bill-of-entry stage results in consignment detention pending re-inspection, accumulating demurrage and ground rent.
