  2. 2
If the consignment originates from Bangladesh, verify compliance with paragraph 19 of the General Notes as introduced by DGFT Notification 7/2025-26 dated 17 May 2025, including the applicable port restrictions. Consult paragraphs 2 and 3 of that Notification to determine whether the goods qualify under any exemption before routing the shipment.

A word of counsel

The most common error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing removes the requirement for a Pre-Shipment Inspection Certificate altogether. The PSIC covers composition and other hazardous-dye parameters beyond azo dyes, and these remain mandatory even for the nine exempt origins. A missing or inadequate PSIC at the bill-of-entry stage results in consignment detention pending re-inspection, accumulating demurrage and ground rent.
