HSN 6102 90 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions for imports originating from Bangladesh under Para 19 of the General Notes.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, confirming the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 regarding Para 19 of the General Notes, which introduces port restrictions for certain goods imported from Bangladesh. Confirm whether the goods fall within the exempted categories listed in Paras 2 and 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption covers all documentation requirements. The PSIC exemption applies only to azo-dye testing for the nine listed countries; the PSIC covering other composition or quality parameters may still be required, and the Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is a separate, parallel compliance obligation that applies regardless of dye-testing exemption status.
