HSN 6102 30 10 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) 2022. Imports originating from Bangladesh are additionally subject to port restrictions and exemption conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

The azo-dye PSIC exemption is country-of-origin specific and covers only the listed nine countries; importers sourcing from all other origins — including popular apparel-manufacturing hubs not on the exemption list — must procure a valid PSIC or TC/CSRTI test report before dispatch. A consignment arriving without the required certificate is liable to detention at the port of import, with demurrage and ground rent accumulating until the deficiency is rectified or the goods are re-exported.
