Women's or girls' cotton overcoats, anoraks and similar knitted outerwear
HSN 6102 20 00 (Of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) for azo-dye compliance under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the PSIC exemption for approved-country origins also waives testing for other textile parameters — it does not. The azo-dye exemption for EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom applies solely to azo-dye testing; a PSIC covering composition, fibre content, and other hazardous substances remains required for all origins, and a missing or non-accredited PSIC will result in consignment detention at port.
