HSN 6102 10 00 (Of wool or fine animal hair) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying textile composition, a certificate of origin, and a brand-owner genuineness certificate as additional clearance requirements under General Note 11 of the ITC (HS) policy.

- 2Obtain a PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is treating the PSIC as a single document when, in fact, three separate certifications are required: the composition PSIC from an accredited laboratory, the certificate of origin, and the brand-owner genuineness certificate. Arriving at customs with any one of these absent — particularly the brand-owner certificate — causes consignment detention at the port of import, as customs officers are directed to verify all three before granting out-of-charge. The brand-owner certificate must explicitly confirm authority to use brand names and authenticate the markings on the garments.
