HSN 6101 90 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement mandating the absence of prohibited hazardous azo dyes under General Note 10. The most common error on this tariff line is assuming that silk garments, being a premium natural fibre, are inherently exempt from hazardous-dye testing obligations. The PSIC requirement under General Note 10 applies to all textile and textile articles regardless of fibre composition; only the nine specified-country origins attract the azo-dye testing exemption, and that exemption covers azo-dye testing alone — other PSIC parameters remain mandatory. Filing without a valid PSIC or TC test report risks consignment detention and demurrage pending documentary compliance.
