HSN 6101 30 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement to certify absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh.

The most common error on this tariff line is assuming the azo-dye PSIC exemption for named countries extends to all textile testing requirements — the exemption covers only the azo-dye component, and a PSIC certifying composition and other hazardous-substance parameters remains mandatory regardless of origin. For Bangladesh-origin consignments, the port-restriction introduced by DGFT Notification 7/2025-26 applies at the vessel-booking stage; routing to a non-notified port after shipment invites detention and ground rent pending re-routing or re-export.
