HSN 6101 30 10 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions under General Note para 19 for imports originating from Bangladesh.

The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries dispenses with all pre-shipment documentation: the PSIC covering composition, fibre content and other textile parameters remains required even for exempt origins — only the azo-dye test component is waived. Separately, importers sourcing from Bangladesh must confirm port eligibility under DGFT Notification 7/2025-26 before booking vessel space, as routing through a non-notified port triggers consignment detention.
