The most common error on this tariff line is assuming the azo-dye testing exemption applies to all shipments from a broadly allied trading partner when only the nine specifically listed countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — are exempt. Imports from any other origin without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import pending production of the required certificate, accumulating demurrage and ground rent.
