HSN 6006 10 00 (Of wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen and blended textile imports governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Each consignment must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying fibre composition, a certificate of origin, and a brand-owner's genuineness certificate under General Note 11 of the ITC (HS) policy.

The most common error on this tariff line is conflating the two distinct PSIC requirements: the composition certificate under General Note 11 and the azo-dye absence certificate under General Note 10 are separate documents and must each be obtained before dispatch. Importers from exempt countries often assume the azo-dye PSIC is universally waived, but the General Note 11 composition PSIC and the brand-owner certificate remain mandatory regardless of country of origin — their absence at the bill of entry invites consignment detention and demurrage.
