HSN 6006 21 00 (Unbleached or bleached knitted or crocheted fabrics) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes under General Note 10. Imports from origins outside a defined list of exempt countries must provide laboratory certification from an accredited facility in the exporting country.

The error most frequently seen on this tariff line is assuming that a country-of-origin exemption from azo-dye testing removes all PSIC obligations. The exemption covers the azo-dye test only; composition and other parameters required under General Note 10 remain in force for exempt origins. Consignments from non-exempt origins that arrive without a valid accredited-laboratory test report are detained at port, accumulating demurrage and ground rent until the document is produced or the consignment is re-exported.
