HSN 6006 43 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Schedule. The PSIC must be issued by an accredited laboratory of the exporting country, or alternatively by the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that origin from a trusted textile-exporting country automatically exempts the consignment from the PSIC requirement. The azo-dye testing exemption is narrowly defined to nine specified jurisdictions; a consignment from any country outside that list — including major textile exporters such as China, Bangladesh, or Vietnam — arriving without a valid PSIC is liable to detention and refusal of out-of-charge at the port of import.
