HSN 6006 42 00 (Dyed knitted or crocheted fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from most origins must accompany a valid test report from an accredited laboratory of the exporting country, or from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries constitutes a full exemption from the Pre-Shipment Inspection Certificate requirement. The exemption is limited to azo-dye testing only; the PSIC covering all other prohibited hazardous dyes remains mandatory regardless of origin. Presenting a partial or origin-specific test report without confirming it meets the full scope of General Note 10 will result in consignment detention at the bill-of-entry stage.
