The most common error on this tariff line is assuming the azo-dye testing exemption extends to goods transshipped through an exempted country without originating there. Country of origin — not the port of loading or transshipment — determines eligibility for the General Note 10 waiver; a consignment manufactured outside the exempted list but routed via an EU hub remains subject to the Pre-Shipment Inspection Certificate requirement, and absence of the certificate at the bill of entry triggers detention.
