DGFT CLEARANCE

HSN 6006 34 00 (Printed knitted or crocheted fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only, under General Note 10 of the ITC (HS) Import Policy.

Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous dyes before the bill of entry is filed.

  2. 2
Verify the country of origin before filing: the exemption from azo-dye testing applies only to imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. For all other origins, the PSIC or valid test report is mandatory and its absence will prevent customs out-of-charge.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption is limited to nine specified countries; a consignment from any non-listed origin without a PSIC or valid TC/CSRTI test report will be detained at the port pending document compliance, attracting demurrage and ground rent. The PSIC covers azo-dye absence specifically — other composition and quality parameters may independently require documentation under General Note 10.

Frequently asked
Does HSN 6006 34 00 require BIS certification?
No, knitted or crocheted printed fabrics are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10.
Which countries are exempt from the azo-dye PSIC requirement for this tariff line?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only, per General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must present a PSIC or valid TC/CSRTI test report.
Is a test report from a domestic Indian laboratory sufficient in place of a PSIC?
The CCR specifies a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee (TC) or CSRTI laboratory; a report from a laboratory outside these specified categories does not satisfy the General Note 10 requirement.
