The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins because the product is a standard commodity fabric. The exemption is strictly limited to the nine named countries; a consignment from any other origin — including countries with bilateral trade agreements — arriving without a valid azo-dye test report will be detained at port until documentation is furnished, accruing demurrage and ground rent.
