HSN 6006 24 00 (Printed knitted or crocheted fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Testing exemptions apply only to imports originating from specified countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. Upload this certificate at the bill of entry stage before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted; document the country of origin clearly on the bill of entry to invoke the exemption. All other origins must provide a conforming PSIC covering azo-dye absence.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all trading-partner countries. The exemption is country-specific and exhaustive: only the nine listed origins qualify, and the exemption covers azo-dye testing only — PSIC for other composition and hazardous-substance parameters remains required regardless of origin. A consignment from a non-exempted country arriving without a conforming PSIC faces detention and potential confiscation under DGFT enforcement.
