The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all developed-country suppliers. The exemption list is closed and specific — nine jurisdictions only — and a PSIC omitted on the strength of an unlisted origin results in consignment detention at the port of import pending documentary compliance. The test report must cover composition and hazardous-dye absence as separate parameters; a certificate addressing only composition does not satisfy General Note 10.
