The most common error on this tariff line is assuming the azo-dye testing exemption covers all textile compliance requirements. The exemption applies only to azo-dye testing for the nine listed countries; a PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Presenting a test report that addresses only azo dyes without covering the full prohibited-dye schedule results in consignment detention pending a compliant certificate.
