Warp knit fabrics, other than headings 6001 to 6004 (hail protection nets)
HSN 6005 90 00 (warp knit fabrics) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17730 (Part 1):2021 is mandatory under the ISI Mark Scheme with effect from 01 July 2024, by virtue of the Agro Textiles (Quality Control) Order, 2023. Directorate General of Foreign Trade textile import policy controls apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17730 (Part 1):2021 for knitted hail protection nets. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Agro Textiles (Quality Control) Order, 2023 · S.O. 4248(E) dated 27-09-2023 · S.O. 1579(E) dated 28-03-2024
- 2Ensure each hail protection net bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Agro Textiles (Quality Control) Order, 2023
- 3Accompany every textile consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing; all other origins must be tested.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4Quote the supplier's BIS CM/L number and the PSIC reference on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.Agro Textiles (Quality Control) Order, 2023 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating all warp knit fabrics classified under HSN 6005 90 00 as subject to the BIS QCO, when the Agro Textiles (Quality Control) Order, 2023 applies specifically to hail protection nets — knitted construction under IS 17730 (Part 1):2021. Importers bringing in other warp knit fabrics on this residual HSN may either apply the QCO obligation unnecessarily or, conversely, fail to recognise that their actual product is an agro-textile hail net and thereby import without the required CM/L-licensed source, triggering detention and potential confiscation.
