The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing eliminates all PSIC obligations. The exemption covers only the azo-dye parameter; General Note 10 requirements for other prohibited hazardous dyes and composition-related testing remain in force for all origins, including the nine exempt countries. An absent or incomplete PSIC results in consignment detention pending production of the required test documentation.
