The most common error on this tariff line is assuming that the azo-dye exemption applies to all trading-partner countries because the fabric originates in a major textile-exporting economy. The exemption list is closed and country-specific — a consignment transshipped through or invoiced from a non-exempt country does not inherit the exporter country's exemption status. Absence of a valid PSIC or TC test report at the port results in consignment detention pending documentary compliance.
