HSN 6005 44 00 (Printed warp knit fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a defined exempt-country list must be accompanied by a valid test report from an accredited laboratory of the exporting country, or a Textile Committee or CSRTI laboratory.

The most frequent error on this tariff line is assuming the azo-dye exemption extends to countries not on the notified list. The exemption is narrowly defined to nine jurisdictions; a consignment from any other origin arriving without a PSIC or valid Textile Committee test report will be detained at the port of entry, and rectification after arrival is not provided for under the PSIC regime — the document must be obtained pre-shipment.
