HSN 6005 43 00 (warp knit fabrics of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The single most common error on this tariff line is assuming that a commercially issued mill certificate or buyer's quality inspection report satisfies the PSIC requirement. Only a certificate from an accredited laboratory of the exporting country, or a test report from the Textile Committee or CSRTI, meets the General Note 10 standard; any other document results in consignment detention pending re-sampling or re-testing at the importer's cost.
