The most common error on this tariff line is assuming the azo-dye exemption extends to any country with high textile-quality standards; the exemption list is exhaustive and country-specific, not standard-equivalence-based. A consignment from a non-listed origin arriving without a valid PSIC or Textile Committee test report will be detained at the port of import, attracting demurrage and ground rent pending documentary compliance. The exemption applies to azo-dye testing only — other prohibited-hazardous-dye requirements under General Note 10 remain applicable to all origins.
