The most common error on this tariff line is assuming that the azo-dye exemption for listed countries also waives the PSIC entirely. The exemption covers only the azo-dye component of the PSIC; a test report certifying composition and confirming absence of other prohibited hazardous dyes may still be required under General Note 10. Consignments arriving from non-exempt origins without the PSIC or TC test report are detained at the port of import, attracting demurrage and ground rent pending production of the certificate.
