The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the supplier is a major textile exporter. The exemption is country-specific and limited to the nine listed jurisdictions; a consignment from any other origin arriving without a PSIC or Textile Committee test report faces detention and demurrage at port until a compliant document is produced, and retrospective laboratory testing at the port of import is not accepted as a substitute for a pre-shipment certificate.
