Narrow knitted or crocheted fabrics of synthetic fibres
HSN 6003 30 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins because a supplier in an exempt country manufactured the fabric. The exemption is strictly country-of-export specific: if the consignment is shipped from or transshipped through a non-exempt country, the PSIC requirement is triggered regardless of where the fabric was originally produced. Confirm the country of export on the bill of lading against the exempt-country list before waiving the PSIC.
