HSN 6003 10 00 (Of wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Every consignment must be accompanied by a Pre-Shipment Inspection Certificate certifying textile composition, a Certificate of Origin, and a brand-owner certificate of genuineness.

- 2Accompany the consignment with a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is treating the composition PSIC under General Note 11 and the azo-dye PSIC under General Note 10 as a single certificate from one laboratory. They address distinct regulatory requirements — composition and brand genuineness under General Note 11, hazardous-dye absence under General Note 10 — and a consignment missing either document at the bill of entry is liable to detention pending production of the correct certification, even when the other certificate is present and current.
