Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

  2. 2
Upload the PSIC or valid test report in e-Sanchit before filing the bill of entry. Imports from exempted origins must still carry documentation confirming the country of origin to substantiate the azo-dye testing exemption at the port of clearance.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country suppliers. The exemption is limited to the nine named origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and no other country qualifies regardless of bilateral trade status. Consignments from non-exempted origins arriving without a valid PSIC or Textile Committee test report are detained at port and face demurrage until compliant documentation is produced.
