The most common error on this tariff line is assuming that a supplier declaration of dye compliance substitutes for the mandatory PSIC or accredited laboratory test report. General Note 10 requires certification from an accredited laboratory of the exporting country or a TC/CSRTI test report — a supplier's own certificate of analysis does not satisfy this requirement. Consignments arriving without the prescribed testing documentation are detained at the port of entry pending production of a conforming test report, accumulating demurrage and ground rent.
