Technical textiles for geotechnical, agro and industrial uses
HSN 5911 90 90 (other technical textile products and articles) is covered by multiple Bureau of Indian Standards Quality Control Orders spanning geotextiles, agro-textiles and industrial textiles. IS 14715 (Parts 1 and 2), IS 17374, IS 16202, IS 17731, and IS 15041 are mandatory under the ISI Mark Scheme across their respective product scopes, with staggered enforcement dates between 28 March 2024 and 1 April 2025. Directorate General of Foreign Trade textile-import policy controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.

The dominant error on this tariff line is treating the residual 'Other' description as a single undifferentiated BIS obligation and sourcing one CM/L licence to cover the entire consignment. Each Indian Standard under the applicable QCOs is product-scope-specific: a CM/L against IS 17374:2020 for HDPE membrane linings does not cover jute geotextiles under IS 14715 (Part 1 or Part 2):2016, and neither covers orchard protection covers under IS 17731:2021. Mixed consignments combining two or more product types require verified CM/L coverage for each type independently, and customs will detain articles whose specific IS number is absent from the declared licence scope.
