HSN Chapter 59 covers impregnated, coated, covered or laminated textile fabrics and textile articles intended for industrial use. The Bureau of Indian Standards (BIS) has notified 2 tariff lines under heading 5911, the residual entry for textile products and articles used for technical purposes — card clothing, weaving-beam covers, filter cloth and other engineered fabrics that do not fall under earlier headings of the chapter.
Five Indian Standards apply across these two codes. IS 15041 governs fabrics for protective clothing against heat and flame and applies to both notified entries. IS 14715 covers high-visibility warning clothing material. IS 16202 specifies requirements for coated fabrics used in industrial protective wear, IS 17374 governs fabrics for chemical splash protection, and IS 17731 covers fabrics for arc-flash protection. All five route through the ISI Mark Scheme under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian and foreign manufacturers — the latter under the Foreign Manufacturers Certification Scheme (FMCS) via an Authorised Indian Representative (AIR) — must hold a product-specific licence.
