The most common error on this tariff line is assuming that the country-of-origin azo-dye exemption eliminates the PSIC requirement entirely. The exemption applies only to the azo-dye testing component; the Pre-Shipment Inspection Certificate covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. A consignment presented without a valid PSIC or Textile Committee test report is liable to detention at the port of import pending documentary compliance.
