HSN 5911 90 20 (Gaskets, washers, polishing discs and other machinery parts of textile articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye PSIC requirement is limited to apparel and overlooking its application to technical-use textile articles such as gaskets, washers, and polishing discs. The exemption is origin-specific and non-transferable: a consignment from a non-exempt country routed through an exempt country's port of export does not acquire the exemption, and the absence of the PSIC at the bill of entry results in detention and demurrage while a post-arrival test report is obtained.
