Compliance steps

  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt; all other origins must produce the PSIC or TC/CSRTI test report at the bill-of-entry stage. Non-compliant consignments are liable to detention.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC requirement is limited to apparel and overlooking its application to technical-use textile articles such as gaskets, washers, and polishing discs. The exemption is origin-specific and non-transferable: a consignment from a non-exempt country routed through an exempt country's port of export does not acquire the exemption, and the absence of the PSIC at the bill of entry results in detention and demurrage while a post-arrival test report is obtained.

Frequently asked
Does HSN 5911 90 20 require BIS certification?
No, textile machinery parts such as gaskets, washers, and polishing discs are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally through the General Note 10 azo-dye prohibition and the PSIC requirement.
Which countries are exempt from the azo-dye testing requirement for this HSN?
EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; all other origins must furnish a Pre-Shipment Inspection Certificate or a valid test report from a Textile Committee or CSRTI laboratory per DGFT Public Notice 14/2023.
Is a TC or CSRTI test report accepted in lieu of a PSIC from an accredited lab?
Yes. A valid test report issued by the Textile Committee or the Central Sheep and Wool Research Institute (CSRTI) is explicitly recognised as an acceptable alternative to a PSIC from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) Import Policy.
