The most common error on this tariff line is assuming that the technical-industrial end-use of woven papermaker's felt removes it from the textile-articles dye-testing regime. General Note 10 applies to all textile and textile articles regardless of end-use category; the PSIC or equivalent test report is mandatory even where the product will never contact food or skin. Presenting only a commercial invoice or a mill certificate in lieu of an accredited-laboratory PSIC will result in consignment detention pending re-documentation.
