Heavy technical textile articles weighing 650 g/m2 or more
HSN 5911 32 90 (heavy technical textile articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside a named nine-country exemption list must be accompanied by a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all developed-country origins. The nine-country list is exhaustive: a consignment originating from, for example, Switzerland, Turkey, Bangladesh, or China requires a PSIC or valid TC/CSRTI test report regardless of the exporter's reputation or the product's industrial end-use. Absence of this certificate at the bill-of-entry stage results in consignment detention and potential ground rent pending document production.
