The most common error on this tariff line is assuming the azo-dye exemption applies broadly because the supplier is located in an exempt region, without verifying that the country of manufacture — not the country of the trading intermediary — is on the exempt list. A consignment manufactured in a non-exempt country but shipped through an exempt transit hub does not qualify for the exemption; absence of a valid PSIC at bill of entry will result in consignment detention pending documentary compliance.
