Technical textile articles weighing less than 650 g/m2
HSN 5911 31 90 (technical textile articles for industrial use, weighing less than 650 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. Azo-dye testing is exempted for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most frequent error on this tariff line is assuming the azo-dye testing exemption for listed countries operates as a blanket PSIC exemption. The exemption covers only the azo-dye component of the inspection; General Note 10 compliance for other prohibited hazardous dyes and composition parameters remains mandatory regardless of country of origin. A consignment from an exempt origin arriving without any test documentation will be detained pending remediation.
