HSN 5911 31 50 (Textile fabrics of metalised yarn of a kind commonly used in paper making or other machinery) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The azo-dye testing exemption is origin-specific and non-transferable: a consignment manufactured in a non-exempt country but transshipped through an exempt country does not qualify for the exemption. Importers sourcing metalised-yarn fabrics from blended or multi-country supply chains must verify the country of origin declared on the bill of entry against the PSIC, as a mismatch triggers detention and re-testing at the importer's cost.
