HSN 5911 31 40 (Jute fabrics and articles used in machinery or plant) is subject to the Directorate General of Foreign Trade (DGFT) import policy, with import permitted only upon registration with the Jute Commissioner under the Jute Import Order dated 23 September 2019, issued by the Office of the Jute Commissioner, Ministry of Textiles. A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is additionally required under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is conflating Jute Commissioner registration — which is a pre-import condition — with a one-time formality. The registration must be current at the time each bill of entry is filed; a lapsed or pending registration at the point of import triggers detention and demurrage irrespective of the product's compliance with azo-dye standards. Additionally, note that import of used jute bags is categorically prohibited under the Jute Import Order; this prohibition does not extend to new jute fabrics for machinery use, but misclassification of used goods under this CTI invites confiscation.
