Woven textiles felt, whether or not Impregnated or coated, of a kind commonly used in other machines
Woven textile felt for technical use, under 650 g/m2
HSN 5911 31 20 (woven textiles felt for use in other machines, weighing less than 650 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. This requirement is grounded in General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14 June 2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Before shipment, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of export before procuring the PSIC. Imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for other composition or hazardous-substance parameters remains required for all origins.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is treating the azo-dye testing exemption for nine listed countries as a blanket exemption from the PSIC requirement. The exemption is limited to the azo-dye test only; a PSIC covering all other prohibited hazardous dyes and composition parameters is still mandatory for every origin, including the exempt countries. Consignments arriving without any PSIC — regardless of origin — are liable to detention and demurrage pending document regularisation.
