The most common error on this tariff line is assuming that the country-of-origin azo-dye exemption eliminates all PSIC requirements entirely. The exemption applies solely to azo-dye testing; certification covering other prohibited hazardous dyes remains mandatory for exempt-country origins as well. Presenting a PSIC that tests only for azo dyes when importing from a non-exempt country, or presenting no PSIC at all on the basis of a mistaken exemption claim, results in consignment detention and demurrage at the port of entry.
