HSN 5910 00 90 (transmission or conveyor belts of textile material, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers from non-exempt origins must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption eliminates the PSIC requirement entirely. The exemption applies only to azo-dye testing; a PSIC or valid test report confirming compliance with other prohibited-dye parameters is still required regardless of origin. Consignments arriving without any PSIC documentation are liable to detention at the port of import pending production of a qualifying test report.
