The most frequent error on this tariff line is assuming that the industrial end-use of fibre conveyor belts places them outside the textile hazardous-dye regime. General Note 10 applies to all textile articles irrespective of industrial application, and customs officers have rejected consignments of conveyor belting arriving without a valid PSIC. Sourcing from an exempt country (EU, South Korea, Japan, etc.) removes the azo-dye testing obligation but does not remove the PSIC requirement for other parameters.
