Hair belting for transmission or conveyor applications
HSN 5910 00 40 (Hair belting) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) for all textile and textile-article imports under General Note 10. The PSIC must certify the absence of prohibited hazardous azo dyes, with a country-specific exemption applicable to nine named jurisdictions.

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption removes the PSIC requirement entirely. The nine-country exemption applies to azo-dye testing only; a PSIC or valid test report covering other prohibited hazardous dyes and composition parameters must still accompany every consignment regardless of origin. Filing a bill of entry without the requisite PSIC exposes the consignment to out-of-charge denial and detention pending compliant documentation.
