Cotton transmission, conveyor or elevator belts of textile material
HSN 5910 00 30 (Other transmission, conveyor or elevator belts or belting of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10. Imports from origins outside a notified exempt-country list must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming that industrial textile articles such as conveyor belting fall outside the hazardous-dye testing requirement because they are not consumer apparel. General Note 10 applies to all textile and textile articles regardless of end use, and a missing or defective PSIC will result in consignment detention at port pending documentary rectification — with demurrage and ground rent accruing until the compliant test report is produced.
